Evolution
of a refined and capable Policeman was a slow process in
western democracies. They too were not free from depressive
depictions of cruelty by the strong arm of police power.
The criminal London, for example is full of illustrations,
historic narrations and photographs of some of those ghastly
sights.
A reputedly efficient Police Investigation agency like the
Scotland Yard also had deficiencies. One who was convicted
as a result of investigation by the Scotland Yard, was
established to be innocent by Conan Doyle and secured his
liberty as ordered by the secretary of State. The passive
boy got back his life due to a casual publication in a
district newspaper affirming his innocence and indicating
the impossibility of his involvement in the crime. Then the
reports of Eduljee and Conan Doyle have no parallels.
The Indian Police force has additional structural
complexities resulting from historic peculiarities of India.
Caste system had its impact in the area as well. One
individual advantage was the opportunity it gave to some
among the untouchables to deal with the criminals possibly
improves their life style. The ‘purer’ upper strata would
not pollute their bodies even when an untouchable is beaten
up for discovering details of a crime!
The Police force renders greater services for the society.
Yet, even now, he does not receive enough of recompense or
recognition form the society. Attempts have been made to
regulate the conduct of the police force. M. Gopalan I.P.S,
while heading the police force of Kerala brought out a
Police Manual. Those who follow the guidance afforded by it
will not sully the name of the Police force. M. Gopalan had
inherited the knowledge of his father who was at one time
the Chief Secretary of enlightened Travancore state.
Thoughts on Police could therefore be welcome. There is
however encircling gloom when valuable proposals are soon
forgotten or tardily implemented.
Corruption in the police is distressingly rampant.
Insistence of a simple life style and vigil over an erring
official, scrupulous transparency in the official dealings
can achieve much. I have before me an almanac of an advanced
Indian Educational Institution. It impels recording of
events hour to hour. Faithful maintenance of the entries
would by itself result in considerable reduction in
successful operations. Experience including judicial
experiences has shown how a chronicling of events would lend
assurance about a correct inference.
As an eminent jurist put it pithily:
“ Chronology knows no calumny”.
I have by me a novel written by Paul Valayil captioned ‘Nisagandhi’,
the fragrant flower that blooms when the world around sleeps
and fades away before the world is awake. The author, a
teacher who spent much time in the hilly inaccessible areas
of an educationally backward district in Kerala had mastered
the manifold facets of Police life.
The unfolding events touch on many aspects, which have been
reflected upon recent discussions.
